Essentially, this section of the PPPA deals with all testing requirements for packaging to pass CPSC standards and become CFR certified. Section 1700.20 describes testing regulations and requirements and includes information about child testing protocol and procedures for determining Senior Adult Use Effectiveness (SAUE). CFR certification requirements are broken down by test group and procedure, and report form templates and testing instructions are provided. 

Manufacturers and importers of child-resistant packaging must also acquire a General Certificate of Conformity (GCC) under the Consumer Product Safety Improvement Act (CPSIA). GCCs are for manufacturers and importers of certain general use products that fall under the CPSIA. General use products include non-children's products, like child-resistant packaging. Whether manufacturers or importers gain a GCC hinges on CPSC compliance for testing child-resistant packaging. Formatting and submitting results is equally important. 16 CFR 1700.20 contains helpful templates for formatting test results that aid businesses. The forms found in 1700.20 contain much of the information needed to obtain a GCC. Information includes the name, full address, and phone number of the importer or manufacturer, as well as testing dates and results.
